Declare Central Travancore (Tiruvalla), Sabarimala, and Muvattupuzha Districts

Declare New Districts and Talukas in Kerala

I am demanding to the Government of Kerala in general, and Chief Minister Oommen Chandy, and Revenue Minister K. M. Mani to take necessary steps to reorganize Districts, Talukas, Panchayats, Villages, etc in Kerala.

I am demanding following three new districts:

1. Tiruvalla District

2. Sabarimala District (with a planned town New Pampa as Head Quarters)

3. Muvattupuzha District

Government should also allow Talukas to following towns:

Parassala, Kovalam, Kattakkada, Vamanapuram, Chirayinkeezhu (from parts of Attingal), Varkala, Chathannur, Kundara, Chadayamangalam, Pathanapuram (from Punalur), Konni, Kozhencherry (from parts of Pathanamthitta, Ranny, and Tiruvalla), Pandalam, Thannithodu, Seethathodu, Sabarimala, Erumeli, Kayankulam, Edathua, Mannar, Ambalapuzha, Aroor, Erattupetta, Puthupally, Ettumanoor, Kaduthuruthi, Kumily, Idukky, Kattappana, Adimaly, Koothattukulam, Piravom, Vazhakulam, Kunnathunadu (from Perumbavur), Angamaly, Vypeen, Chalakudy, Irinjalakuda, Manalur, Kunnamkulam, Attappady Tribal Hills, Pattambi, Shornur, Kottakkal, Karippur, Malappuram, Tiruvamabadi, Koduvally, Kunnamangalam, Balusseri, Nadapuram, Mattannur, Peravoor, Koothuparamba, Irikkur, Payyannur, Nileshwaram, Manjeshwaram.

I strongly feel, there is a need for smaller Districts, Talukas, Panchayats, and Villages in order to ease the difficulties of Common peoples. larger Panchayats should be bifurcated or trifurcated.

Government should abolish Group Village System in districts like Thrissur, Palakkad, Malappuram, Kasargod, etc and declare the individual sub-villages in each Group Village as separate Villages and Panchayats.

Government should also do something on splitting larger villages/panchayats in terms of Population and Area.

Government also needs to take necessary steps to avoid inclusion of more than one village in a Panchayat. A place having village-name should have Panchayat and vice-versa. But Municipalities and Corporations can have more than one villages.

There should be some reform in the administrational areas in Kerala. Especially I like to suggest that our state need small Panchayats and Talukas for better governance. This will change the life of our people and give more comfort to the citizens.

There is a small village in Pathanamthitta district called "Gavi". Majority of the peoples in Gavi are Adivasis and there are a sizeable population who were migrants from Ceylon who were taken by British for plantation works. Unfortunately, thanks to the unscientific organization of our administrative divisions peoples of Gavi is suffering a lot. They have to travel 3 hrs to reach their Panchayat office through the forest. Gavi is part of Ranny-Perunad Panchayat of Ranny Taluk in Pathanamthitta district.

I just put one example of Gavi. There are many places like Gavi in Kerala. Therefore, I suggest to create small panchayats and villages for their convenience of the people. This will benefit the people. There will not be any additional administrative cost while bifurcating or trifurcating existing panchayats. What we have to do is to downsize our bureaucracy. I wonder, what is the need of so-many similar positions like Secretary, Asst. Secretary, Deputy Secretary, Additional Secretary, and Additional Deputy Secretary? I think we can persist with Secretary, Deputy Secretary and Asst. Secretary. The same is for District Collector, Deputy Collector, Assistant Collector, Sub-Collector, etc. Therefore, we can downsize this bureaucracy by scrapping some positions and accommodate those officials in new administrative divisions.

We can adopt a policy like this:

1) A Panchayat should contain only one village.

2) A Municipality or Municipal Corporation may contain more than one village.

3) In the case of Group Villages (if any), divide that group villages into separate villages and allow panchayats for each village. For instance, there is a Group Villages called A which consists of three sub-villages A1, A2, and A3. i.e. A(A1,A2,A3). According to this rule, trifurcate Group Village of A into 3 villages - A1, A2, and A3 and form Panchayat samathis for these villages.

I think, in Southern districts Group-village systems is not there. But from Thrissur to Kasargod this system is there. If we do this, we can fulfill one of the dream of Rajivji - "Decentralization for the Benefits of Common Peoples". Peoples need not travel a lot to reach their nearest Panchayat Office. This will reduce cost both at administration level and end-user (in this case, peoples) level.

There is also a need of creation of three districts - 1) Central Travancore (Tiruvalla), 2) Sabarimala (New Pamba), and 3) Muvattupuzha and formation of some Talukas all over Kerala. There is a need to bifurcate or trifurcate larger Talukas into scientific and smaller ones. One of the most important is the formation of Kozhencherry Taluk.


Kozhencherry Taluka:

It is the dream of the people of Kozhencherry and surrounding Panchayats to have their own Taluk. They have agitated for that from 1950s. However, authorities were always blind towards them. In 1970s, then Karunakaran government bluffed the people by renaming Pathanamthitta Taluk as Kozhencherry Taluk. Still the headquarter of Kozhencherry Taluk is in Pathanamthitta. The political environment of Kozhencherry is always favored UDF and Congress. Kerala Congress (Mani) is another big political party in this town. But unfortunately, because of political and bureaucratic high-handedness peoples of Kozhencherry and surrounding areas deprived of their basic rights. Late Dr. George Mathew, Ex-MLA of Pathanamthitta did a fasting strike in 1980s until his death for this cause of Kozhencherry Taluk. Our people are still dreaming for the talukhood. I hope government can able to fulfill our dream.

Kozhencherry Taluka (Headquarter: Pathanamthitta) is today one of the biggest Taluk in Kerala. It has an area of approximately 1200 sq. km. and nearly 35-40% of the population of Pathanamthitta district. So the bifurcation of this 'Mega' taluk is very much necessary. After the bifurcation, the current Kozhencherry Taluk can be renamed as Pathanamthitta Taluk with Pathanamthitta Town as Headquarter and the new Taluk can be named as "Kozhenchery Taluk" or "Rajiv Gandhi Puram" with Kozhencherry as Headquarters.

There are some other suggestion that Kozhencherry Taluk to trifurcate into three small Talukas - western Kozhencherry Taluk, central Pathanamthitta Taluk, and eastern Konni Taluk. From some other quarters there are also proposals for other Talukas like Pandalam, Upper Kuttanad (Edathua), Kayankulam, etc. There are also cry for the bifurcation of other 'Mega' Talukas - Pathanapuram (Headquarter: Punalur) and Kottarakkara in Kollam district. This also has to be considered by our government.

The proposed Kozhencherry Taluka consists of following panchayats and villages.

- Kozhencherry, Mallappuzhasseri, Naranganam, Aranmula, Kidangannur, Mezhuveli, Kulanada (From Kozhencherry Taluka).

- Thottappuzhasseri, Koipram (From Tiruvalla Taluka)

- Cherukol, Ayiroor (From Ranny Taluka)

I am also requesting our state government to create Kidangannur Panchayat by bifurcating the larger Aranmula panchayat. We can also include parts of Mezhuveli panchayat in the new Kidangannur panchayat. The proposed panchayat will contain whole Kidangannur Village.


Central Travancore (Tiruvalla) District:

The proposed "Central Travancore" district contains Thiruvalla, Mallapally, and Kozhencherry Talukas from Pathanamthitta districts and also Chengannur, and Mavelikara Taluk from Alappuzha district. We can also include Payippad panchayat of Changanasseri Talu
